v$version (The TNS entry) can tell you if its Windows NT, Solaris,
HP-UX,
etc.. But not the version numbers and patch levels.

It's there, in Oracle Dictionary, a table that contains the OS version
?

I would like to get the same information as in the trace file wich
result
after executing this statement :

ALTER DATABASE BACKUP CONTROLFILE TO TRACE;

EX., in the header :
