I haven't used it but from reviews I saw it gives very basic suggestions and
some I quote, "simple minded" indexing suggestions. I ran it once against a
test instance and wasn't impressed.

I believe it was sold as a bolt on for OEM. I don't think you can get a copy
anymore. Check the Oracle store in www.oracle.com, if it is available it
should be there.
