What have I set incorrectly?

Database server is 8.1.7 Character Set UTF8

i've set up a database link to Oracle Transparent Gateway which connects to an Ingres 6.4 db.

When I issue a simple select statement I get the error;
ORA-12703: this character set conversion is not supported.

Any Ideas?
