Did you create the role PLUSTRACE by running the script *plustrce.sql* as
SYS (you find in your %ORACLE_HOME%\sqlplus\admin)
Do you role PLUSTRACE granted to you ?
Your plan_table do you rights to write in it ?
To create the plan table run utlxplan.sql, you find it
%ORACLE_HOME%\rdbms\admin

The Plan_table is present in the database but still i am getting following
