Now you want to look into logon triggers. I think a combo of logon trigger
and your firewall restrictions will give you the desired result

oops I meant by username. Unfortunately it only restricts by IP, not an
IP/username combination. We already have a firewall that handles IP
restriction. I'm looking for a way to allow a specific IP access via a
specific read-only user, and no other user. Mysql does it, so I was hoping
Oracle would!

You can setup protocol.ora file to restrict user by ip. See metalink note
