This isn't much different from what has happened to much of the manufacturing
industry in the US. If there is a talented lower-wage labor pool available
in a stable political environment, companies are going to move their
factories to take advantage of the labor cost savings whether that factory
turns out cars or tennis shoes or software matters little. It is nearly
inevitable that commercial software development will go the way of the
textile mills, especially as more countries blessed with abundant and cheap
labor realize that there is more to be gained from training people to program
computers than from training them to make tennis shoes.
