If you use dbca from all commands under the bin folder and select create
database - > new database (the include datafiles option for new database is
No). I was under the impression that if the instance was created using dbca
(database configuration assistant) and if instance was present under
tnsnames.ora, then you could connect from another machine that ran the
Enterprise Management console.

You have possibly stated something incorrectly. You cannot create a
database without datafiles. First of all
their has to at least be a system tablespace and it's associated datafiles
and one rollback segment in the
RBS tablespace and it's associated datafiles.

So how did you create a database that you connected to without having these
tablespaces.
