If he's using 8i, he can use the monitoring option in create/alter table
comamnds. The new statitics is written to xxx_TAB_MODIFICATIONS every 3 hours.
Other than documentation, Steve Adams has an article (or part of his
newsletter?) and Jonathan Lewis has a section in his book discussing this.
