Offline Tablespaces cannot be accessed.

Backup Mode Tablespaces can be Accessed.

A.'ALTER TABLESPACE <TABLESPACE_NAME> OFFLINE &

B.'ALTER TABLESPACE BEGIN BACKUP'.
