Now depends now certain parameters of database such those related to
licensing or if you are running in MTS and have configured CONNECTIONS and
also don't have enough dispatchers...
Best way for us to find is if you post the content of init.ora

so in theory, it should allow around 145 connections at any given time right

then why doesn't the database allow more connections after reaching 15-20
connections ?...
