Try changing permission of your TNSNAME.ora file.
Problem may be….
Try changing permissions,,,,,,, to TNSnames.ora file
Rw rw r which is chmod 644

go to otn.oracle.com

go to documentation, select which database you are on 8 or 9. Select documentation for the database. Select books. There is a book on error codes. Look it up.

Then come back and post the error message and solution. 12154 is your TNSNAMES file.
