1) Not necessarily. Those measures can help, however, but there are not just a few statments to
fix fragmentation issues. Segment storage parameters can play a bigger role in keeping
fragmentation down. I suggest reviewing an excellent paper -

2) Review how to use 'analyze table' command. It has various options.
