What do you mean "clone' the database?

In this order.

1.) RMAN backup / restore.
2.) OS filesytem backup (Oracle cold backup)
3.) Clone the datbase to the new server.
4.) EXP / IMP

Either way you will have to configure/create the NT/2000 Oracle Services
