Looks like fixed_date is set in your database. Unset it (init.ora and or
alter system) and
bounce your db. Under normal circumstances your db time should be the
same as OS
time unless otherwise TZ is set at OS level and the db started.

I need my database time to reflect my Unix OS time. Right now my OS time
is :
$date
Fri Oct 31 08:38:01 CST 2003
On my database the time is :
SQL> select to_char(dbdate,'mm-dd:hh-mm') from dual;
TO_CHAR(DBD
-----------
10-31:08-10
*** Also the time never changes from 8:10 on the database. I need it to
always
match what is on UNIX
