I think if the owner of the procedure has the privilege then it is enough. So
1) User A creates a stored procedure SP_X.
2) User A gives execute privilege on SP_X to user B.
Then user B need not have the privilege. USer A has to have the privilege to do things in the procedure SP_X.

The line 6 points to DBMS_SQL.PARSE()
Do you know how to solve it?
