We got into the same issue then we used Java(java Stored Procedure) to
accomplish the same.

Any idea how to get the DB Instance date with the timezone?
The query below give me the database time zone as a time zone offset, but
can I get the region name like GMT, EST, MET etc.
select dbtimezone
from dual;
