I assume that the password policy is enforced through a profile
You should write a script that changes the PASSWORD_VERIFY_FUNCTION resource for the user profile to unlimited, issue the alter user identified by desired_password command, and then return the PASSWORD_VERIFY_FUNCTION resource to its appropriate value for password verification.

I need to reset a p/w back to it's original setting.
We have a p/w policy in place which prevents reuse of passwords - which is
great until a helpdesk user changes a password in the wrong database ...
