While this version may not be supported anymore, there may still be a patch on Metalink to address this problem. If the process is still on v$session, see if you can grab the process number and look it up on the OS. If you find it, kill it with -9 and put it out of it's misery. For proactive steps, you may zero into the application that generates this process for solutions and fixes.

Version : Oracle 7.1.6
Issue : We had killed a Session at Data Base Level.
Now the STATUS in V$SESSION is KILLED, but the session is not released, and it is keep holding (locked) the tables. There is no OS Process when we checked.
And also the SERIAL# is keep INCREASING for every one second.
How can we get rid of this session entirely from Data Base. This is not the first time, we are facing. For temporary solution we are recycling the Data Base. Since this is a Production Data Base, we need Permanent Solution how to get rid of this.
Any inputs on this is highly appreciable.
