As long as a user has 'n valid login, they can access the tables by any means - Enterprise manager, QueryAnalyser, VisualStudio.NET... etc...
Not sure what you mean by 'sql registrations'... are you talking about the servers you can register in enterprise manager? Remember, enterprise manger is just a client tool to administrate sql server, if a user has rights to access a server, he/she can register that server in EM to be able to administrate/develop in it...
