Could mean any number of things: corrupt file(s), syntax error, etc.
When are you getting this error? Are you running a sql script, opening
an app?
Sometimes a reboot of the system might fix it; sometimes you can delete
the temp file and the app will recreate it; sometimes there is a hotfix
that can reinstall needed files. It all depends on what is causing it.
I can't tell from the hex value but the rest is cookie cutter M$ for a
number of different things.
