You have to use the Oracle Transparent Gateway software from Oracle to
connect from Oracle to SQL.

Subject: Connecting from oracle to sqlserver
Can anybody point me to a useful resource for instructions on how to
establish a connection from oracle to sqlserver? I know that mostly
folks prefer to go the other way.
Thanks in advance for any help.
