For the Standard Edition use the Simple Log Shipper tool, which you can find in the Microsoft SQL Server 2000 Resource Kit.

No, using utility in standard edition and yes if you write your own.
The logic is : backup, copy to desired location ,restore using SQL
scheduled jobs.

No. The log shipping feature is only available in the Enterprise Edition
of SQL Server 2000.
