No free tools I can think of, but it is fairly easy to script "roll your
own" log backups, then use batch files to copy, and job engine to apply
them. Your biggest issue is getting the old files deleted.

No. The log shipping feature is only available in the Enterprise
Edition of SQL Server 2000.
