Its been a bit, but it wasn't rocket science... Set up tables on local and
remote servers to track the filenames and the status of each. Update the
status's after backing up the log. Run an OS command to copy or move the log
to the remote. Pull the filename from the remote server with tsql and apply
that log. Update the table again so you don't try to apply the same log
twice.. There should be plenty of prewritten scripts you can adapt on the
web. I'd look at sqlserverperformance.com first...
Again, getting rid of the old files will be your most intensive programming
solution.

No free tools I can think of, but it is fairly easy to script "roll your
own" log backups, then use batch files to copy, and job engine to apply
them. Your biggest issue is getting the old files deleted.

No. The log shipping feature is only available in the Enterprise Edition of
SQL Server 2000.
