Possibly due to a sharing violation.
Make sure you're using different MAPI profiles (and different .pst
files) for SQL Mail and SQL Agent Mail. Also make sure that you never
access these mail profiles when you login onto the Server desktop. You
may need to reboot the server (not just stop and start mssqlserver) to
stop the error.
Make the profile changes first. Reboot Server.

I got error as Error 22022:SQLServerAgent Error: The SQLServerAgent mail
session is not running;check the mail profile and/or the SQLServerAgent
service startup account in the SQLServerAgent Properties dialog when I
try to setup email notifications for the job. OS:2003 DB:SQL Server 2000
Microsoft Office Outlook 2003 has been installed.
