Check the cluster logfile on the Quorum drive in the \MSCS directory.
It might have some relevant information.

Subject: SQL Cluster - HELP
I have a SQL Cluster that I just moved from one domain to another.
IP Address and everything was changed successfully.
However, on one server SQL server starts fine but whenever I fail over
to the other server SQL will not come up once everthing has failed over.
I can fail back over to the other server and SQL starts up fine.
Does anyone know why SQL is starting on and not the other?
