Brings the database online - in read-only mode so it can be queried.
Also allows restores to "continue" when more backup files become
available.
Typical usage scenario is on a "warm standby" to have it to standby, so
the standby can be used for reading near-time data. But still be able
to restore forward without beginning again from the FULL restore.
