Add them to the TargetServer role in the MSDB database and they should be able to run jobs without sysadmin

Subject: Permissions for account running SQL Server Agent

We have DTS Packages which run as a scheduled job on the SQL Server.
Due to SOX, we are trying to avoid granting "Administrator" permissions
to users on the server, wherever possible.



Can anyone tell me what minimum server permissions are needed to be a
user to successfully run the SQL Server Agent Service which will kick
off this job? Also, does the same account need to be set up as
"sysadmin" in the database---or would it be feasible to set the user
with lesser permissions, such as "dbowner"? Obviously, if our Network
Group has access to the password to the account which can access the
server, and this account also has permissions to the database, we'd like
to limit the Database access to avoid separation of duties conflicts.
