Not sure about 2000 to 7. there may be conversion tools out there to
take the 2000 version DB back to a version 7 DB. However, you cannot
restore directly from a 2000 backup to a 7 box.

Restoring from SQL 7 to 2000 is not a problem. You may restore the
backup into a shell DB or use Detach/Attach. SQL Server will
automatically upgrade the DB.
