Are you running DTS directly or as a scheduled job.
If you are running as a scheduled Job:
A) Try running the DTS directly and check wether goes through
B) If not then you will get meaning ful error message there.
If it is fine when running DTS but gives problem when running the job,
then it is definitey to do with permission issues. Please remember that
if the DTS is accessing other server, the account should have
permissions in that server also. Also a Job should be run by account
having SystenAdmin previlages.
