when using the RAISERROR statement you must either specify a user-defined
error message and set a system flag to record that error and you must
specify a severity level and message state when using the RAISERROR
statement.
such as RAISERROR(50010,16,1) with log 50010 is the error 16 is the error
level and 1 = the state
