Margaret,
Check the permissions on the folder where the packages are stored. I
had this same issue. Even though we gave the user permissions to a
folder at a lower level than the folder that contained the packages, the
user could not access them. We had to explicitly give them permission
to the folder that contained the packages.

I'm trying to enable another user to view/execute and update my
packages, but she can't seem to access them.
Can anyone advise me on how to give her permissions?
I've set her up as a user on Reporting Services with a db_owner and
RSManage access, but she still can't get to the packages.
