More than likely there are not enough contiguous empty pages for SQL Server to release the space. To free up the space, you will probably need to move each of the indexes to a new file (or the other drive) and then shrink the file.

I would appreciate if someone can help with this issue:
I have an index file called Index_file.ndf which is 177 GB in size.
because of disk space issue on the current drive. I have moved a couple of
indexes onto a different drive. This has technically freed 70 GB which I
want to release to the operating system for other files to use.
But each time a run dbcc shrinkfile with the file id for index_file.ndf.
it takes ages and it doesn't change anything Index_file is still 177GB.
Is there any thing else I could do to free this 70GB for other file to use.
