Anytime the DB shrinks or grows it eats cpu and I/O. So if your
constantly shrinking and growing your burning resources. The best
practice is to try to find how big your database will be and set it at
that size and let it grow gradually.

You'll also want to make sure that on the Database Properties, Options
tab,
you select the Auto Shrink option. When your database is in Simple
Recovery
mode, the Auto Shrink references the Transaction Log.
