Enterprise manager right click on database and look for export data. This
will start a DTS wizard. Somewhere in the wizard are options that will
result in schema only being copied to destination.

Is there a way to import the schema (I need EMPTY TABLES) of one database to
a different server?
I see the import metadata, however cannot figure out how to get the schema
to transfer to the new server.
